The city manager has several responsibilities that are both administrative and political in nature. The city manager is in charge of directing and coordinating the administration of county government or cities in conformity with policies established by city council and other sanctioned elected officials. This involves leading the administration team that is in charge of formulating and implementing policies that affect their jurisdiction, typically a city. The next significant duty for nearly all city managers is to perform public appointments. These appointments include the staff and departmental heads in line with the state laws. These appointments are strictly administrative but normally take on political approaches when city council officials interfere with the appointments. City managers normally have to contend with several policies that demand gender equality and political considerations before they make these appointments. City managers are also in charge of overseeing all the activities that take place in the departments including the city revenue collections, payment of taxes, enforcing laws, administering public health and procurement of supplies. These common activities form part of the job description for the city manager. Several activities that take place within a city and the work of the city manager are to coordinate and facilitate the smooth running of these activities. Every city is responsible for presenting a budget for the year that entails each element of expenditure planned by the city council officials. This budget is also influenced by political heads considering the allocation of money is a negotiable element that affects how different aspects of the city develop. Financial budgeting forms a major part of the city managerââ¬â¢s duties as any misallocation will lead to skewed development of the city. The budgeting responsibilities are closely related with the planning duties that are overseen by the same city manager. Planning is another essential part of the city managerââ¬â¢s job description. City planning involves coordinating with different stakeholders within the city such as the government, developers, ministries, SMEs and other players to deliberate the way forward concerning the construction of infrastructure, distribution of amenities and other plans that involve the city such as recreational facilities. Whichever the planning project, the city manager is responsible for ensuring that they are implemented correctly. However, the relationship between the city manager and the city council is highly hierarchical and more personal when compared to other relationships such as the legislature-executive type of link. The city managerââ¬â¢s position is created and controlled by the city council. Therefore, the city managersââ¬â¢ tenure is continued or concluded by a unanimous decision from the city council. Therefore, in the development of policy, the city manager may be the overall authority but he may still need legislative approval before making the final decision. This creates a difficult situation for the city manager because on one hand, they are responsible for putting together and finalizing the policy drafts and depending on the city council and the legislative arm for approval on the other hand. This inability to act without having to engage in bureaucratic consultation and coordination is a major aspect that limits the authority of a city manager. It also makes it very difficult for a manager to implement several policies since the policy drafts are reviewed by the legislature and other parties before being approved. This disadvantaged position for most city managers also forces them to engage in political activities and include political stakeholders in the urban policy development process. Since approval has to originate from legislative quarters, city managers working closely with political figures especially congressional representatives have a higher chance of realizing their city policies than city managers who work independently. This is because congressional representatives create a mutual relationship with the city council that allows for the swift passage of bills and the consideration of interests respectively. This is one of the grey area were political events find themselves intertwined with city council matters. The reverse is true for the city council decisions. The city council is made up of part-time politicians that are inexperienced and will constantly require the support of the city manager when making city decisions. This sharing of policy power with the city manager is a controversial topic considering the different roles played by each party. However, even though they share this policy power, city managers have a substantially higher authority considering they have significant policy knowledge. Conversely, city council officials are influenced by political factors. Therefore, they cannot offer proper leadership on matters concerning urban policy formulation. Apart form this factor, other issues also influence the effectiveness of a city manager. The political aspect in the relationship between the manager and the city council is the main reason for the councilââ¬â¢s preference for awarding policymaking authority to city managers who share and support their political viewpoints. A part from political orientation, the level of city managersââ¬â¢ administrative influence is also determined by their code of ethics, professionalism, managerââ¬â¢s relations with the council and other variables. The professionalism of the city manager greatly influences the level of effectiveness in his office. The city council officials assess the quality of a city manager based on their experience, skills and participation. Experienced city managers are good at reflecting the priorities of the city councils and offer greater thought on the best way to run the citiesââ¬â¢ activities. Such managers are preferred by councils, as they are easy to work with when compared to amateur managers who are more inflexible. Such rigid city managers end up clashing with the city council over different policies and end realizing very little outcomes. Over the long term, this can result in slow growth within the city as well as divisions within departments in the city governance system. In conclusion, it is imperative to note that despite the theoretical knowledge that the city council and the city manager should collaborate in ensuring that the city is operating efficiently, the practical situation lea ves the city manager at a disadvantaged position. Freudââ¬â¢s pleasure principle is the necessary factor that prevails in the realm of the unconscious. The unconscious operates mainly for the realization of pleasure and orients itself to the most profitable scenario in which it can achieve pleasurable reward that is free of pain. However, due to the environment to which any human is not capable of living without, the operation and orientation of the unconscious are impossible to realize. In this regard, Freud formulates another principle that ââ¬Å"safeguardsâ⬠and dictates moderation to the pleasure principle. Marcuse suggests that there can be found some evidences that there were varying forms of repression happened in the course of history in investigating the taboos that are locked in the unconscious. It can be viewed that Marcuse is pointing that humans are not totally free in the sense that he can literally get all the things he wishes to have or do that will definitely provide him the utmost form of gratification. In some of his passages, we could get an idea that this particular condition of humans in the civilization reveals that the culture that we have had is built by the antagonistic forces namely: the pleasure and reality principle. The unconscious is always being repressed, and safeguarded by reality. Soren Kierkegaard, on the other hand, has presented numerous accounts in relation to the unconscious. His idea of unconscious is rather incompatible with that of Marcuse and Freud. Accordingly, he states that ââ¬Å"the unconscious that is relevant is the one which we wish not to notice, or have chosen to ignore, or perhaps made myself unable to comprehend (Conway, 2002 p. 73)â⬠. Kierkegaard regards the unconscious as the spiritual being which must be directed towards God and not, in Freud and Marcuseââ¬â¢s sense, to the painless gratification. Another objection that Kierkegaard might raise against Freudââ¬â¢s notion of the unconscious is his argument that people have to balance the antagonistic actions of their physical and spiritual beings and not the two principles (pleasure and reality) that run against each other. The proper understanding of the unconscious makes it possible for a person to fully realize his self. This understanding is one of the necessary things that a person has to have in order to rule his own unconscious thereby making him conscious of his self and probably have a conscious relationship to God. The direction and orientation of the unconscious, contrary to that of Marcuseââ¬â¢s account, are toward God. Kierkegaard, in his writings, criticizes the middle class Christians because of his view that these people are not definitely having an excellent relationship with God. He considers this ââ¬Å"flawâ⬠of these middle class Christians as the ultimate source of problem in terms of their seemingly stagnant life. Consequently, he offers an accusation stating that these people are lacking of vision in life, that they are afraid of going out of their limitations, they are scared of change for the most gain and that they are merely conformists. It seems, at this point, that he has a high expectation of those who claim to be Christians. He so believes that if you are a child of God, and maintain an excellent relationship with Him, you must not be afraid of going beyond what is normally expect of you. Hence, Christians have to be a living example of how great God can do to His people. There must be no ordinary average religious people. People who claim to have religion must be have a genuine faith, and that, it should be manifested in all of their endeavor. Going back to Kierkegaardââ¬â¢s criticisms of the middle class Christians, we can see directly that he is taking it too seriously in his view of faith and its manifestation in the Christians lives. Moderation, apparently, is being relegated to the background. The idea that ââ¬Å"Christians must have a superior living because his faith along with his actions would bring them the fortuneâ⬠is like a conclusion based upon a hasty generalization and fallacious claims. If God truly blesses his children, and we regard that fortune and intelligence, for example, are considered blessings, it can also be surmised that there might be other blessings that He might give to his other children that are far more important than what Kierkegaard is arguing about. Social conformity should not be taken against anyone. Though his criticisms somehow reflect the scenario during his times, they did not provide a strong justification such that we would be able to accept them completely and have them against middle class Christians. The case that Kierkegaard has presented pertaining to those average religious people in his time can also be observed at this point in time, only that, these [criticisms] come in different situations and necessitate perspectives that may or may not contradict that of Kierkegaardââ¬â¢s. My class is full of wonderful characters that make all of us cheerful to study. There are twenty-two students in my class and only seven of them are boys. Our form teacher is Encik Azmi bin Nusi. We have a wonderful monitor who does every job given to her responsibly. She is Uma Devi a/p Nagiah and she never complains about doing jobs without an assistant. Most of the students are Malays. There are only four Indian girls and four Chinese students. Our class is one of the noisiest class because of the interesting characters we have. Uma Devi is chosen to be our monitor mainly because of her gutsiness to confront some of the rebellious students who are usually Azizi and Amin in our class. Were the students agreed? They definitely were. Hardly any objection was voiced to choose Uma as the monitor. With 170 centimetres tall and a loud voice that can crack any dreams, she is the perfect choice. Although this Indian girl is very strict, she also has a good sense of humour. That is why many of us cannot despise her for a long time. Moreover, she is very pretty with two long braided black hair and a smile, which is not very often she does. She seldom smile but when she does, it is just like a sun shining after down pouring rain. We will always feel very glad and relieved to see her smile. Her seriousness in doing her job is commendable and she is helpful too, to get a new dateline for our homeworks from the teacher. Due to that, we always admire and respect her. Describing the interesting characters in my class, I find it difficult to leave Rosmaliza behind. She is a very peculiar and interesting girl in our class. She is only 155 centimetres tall but she was slim with beautiful features. The sleepyhead in our class? She definitely is the one and only. We could not stop laughing when thinking about her embarrassing situations in our class. There was a time when Mr. Ling, our Additional Mathematics teacher was teaching in our class and dear Rosmaliza was sleeping. Mr. Ling noticed she was asleep and called out her name to wake her up and she did wake up. Waking up and mumbling incoherently, she suddenly stood up and towards the blackboard, thinking that Mr. Ling wanted her to complete some questions on the board. After some awkward silence, she returned to her seat looking red all over. All the classmates burst out laughing at her act. But she remained impassive, although her red face revealed what she felt. Another thing that we find funny is the way she laughed. It was loud and sounded like a cackle. That is so unforgettable and can be said as her ââ¬Ëtrademarkââ¬â¢. The other character in my class that I found interesting is Fozie. He is quite a humorist with the loyal companion, Jaââ¬â¢far. Fozie is very funny and he could cause a hullaballoo with his spontaneous jokes. He is 162 centimetres tall and has a cute, mischievous face. However, he does not get into a lot of trouble with his mischief. He is quite adorable because of his helpfulness and politeness. He is surely the best guy in our class. Another thing that we found amazing about him is the way he mesmerized schoolââ¬â¢s juniors. Many students, especially girls from lower form adore and admire him. The reason? Maybe it simply because of his friendliness and some cute bangs over his forehead. However, he is a reliable guy that we could depend on to please some teachers whenever some of them are angry. All that I can conclude from these interesting characters is that they are wonderful to be with. Although some of them are weird, but the difference can only add up the speciality. Plus, they definitely bring colours of joy and mischief in our world as a student. Life in school would simply be so boring without them.
